Watchers API

A watcher is a person following one artefact: they are told of every comment posted on it. A person follows by hand from the artefact's comments panel or through this API, and follows without asking when they comment. Following is personal: a token follows and stops following for its holder only, and the subscription changes nothing about the artefact.

A token reads the followers of the artefacts its holder may see. Following an artefact needs only that the holder may see it; there is no permission of its own, and the routes are gated by the comment abilities because following is about comment notifications.
