Improvements API

Improvements are Heimdall's standing suggestions on a project's own record: the gaps a good analyst fills before anyone builds. The sweep reads the record, calls no model and spends nothing; it looks for a non-functional requirement without a measure, a story without a negative acceptance criterion, a business rule without a worked example, a data entity without an owner and an open risk without a mitigation, and writes one improvement card per new gap on the review queue, titled with the record's reference. A card a person kept or dismissed is never proposed again, and a pending card whose gap was filled since comes down on the next sweep. The same sweep runs weekly on every live project whose assists are on, and once more when a brief import is fully decided.

Tokens run the sweep as staff with import:create on a project whose assists are on; the cards are read through the project's suggestions and decided through the suggestion endpoints; a client guest's token is refused.
