improvement.* events

Heimdall's improvement sweep of a project's record: one event each time it ran, with what it proposed, took down and left waiting. A dashboard that follows how complete a project's planning record is subscribes to this family; the cards themselves are read through the project's suggestions endpoint.

The event is scoped to the project, so project_id in the envelope is always set and an endpoint confined to one project receives only that project's sweeps. The payload carries counts, never the cards: read the suggestions endpoint for those, and decide them with the import.suggestion_* events' endpoints.
