The team's monthly AI budget approaching and reaching its cap. Every Heimdall turn, inline assist, brief import and quality review is metered against a budget an admin sets under Settings → AI, per team or per project; these two events let a finance mirror or a chat channel hear about it before the assists switch off.
Each event fires once per budget per month: the warning when the threshold is first crossed and the exhaustion when the cap is first reached. A project budget carries its project_id; a team-wide budget carries null.
Arriving with Heimdall. The budgets, the meter and these two events land with Heimdall shell; the shape is fixed now so a subscriber can be built ahead of it.

Tokens subscribing to ai.* events need ai:manage-budgets at mint time, the permission that sets the caps.
