decision.* events

The lifecycle of a project's decisions: a decision added, changed, moved along its lifecycle, put back to an earlier version and deleted. A wiki that mirrors the decision records, a context pack builder and the people's notifications subscribe to this family.

Every event in the family is scoped to the project, so project_id in the envelope is always set and an endpoint confined to one project receives only that project's events. The payloads are thin on purpose: the ids, the reference, the kind and what the move itself carries, never a snapshot of the decision. Read the decisions endpoint for the record and its versions.
