design_reference.* events

The lifecycle of a project's design references: a link added, changed and removed. The references are what developers build against and the client signs off against, so a mirror of the planning record, a design-review bot or a changelog subscribes to this family to follow which design is current.

Every event in the family is scoped to the project, so project_id in the envelope is always set and an endpoint confined to one project receives only that project's events. The payloads are thin on purpose: the ids, the title and what the transition itself carries, never a snapshot of the reference. Read the design references endpoint for the record.
